Revenue and expenditures related to this project will be accounted for in a segregated fund (SO50). No City funding is required. Staff will participate in this project as a part of their normal workload.

Authorizing the Mayor and Chief of Police to accept donated funds in support of the Operation Peacekeeper project as a proactive initiative to address weapons issues in the City of Madison.
Body
WHEREAS, the Madison Police Department (MPD) is working in partnership with other law enforcement agencies, corporate entities and not-for profit groups to reduce gun violence in the community; and

WHEREAS, the Operation Peacekeeper program is designed to be proactive in addressing the number of recent shootings in Madison; and,

WHEREAS, the MPD plans to administer the program predominantly in September and October, with a final closing date of December 31, 2005; and,

WHEREAS, the components of the Operation Peacekeeper program including a gun buy back program, an educational component in the schools, a trigger lock disbursement program, a joint effort with Project Safe Neighborhoods to provide public service announcements, and increased patrols in challenge neighborhoods with the primary focus on weapons offenses and illegal gun dealing; and,

WHEREAS, the MPD recognizes that gun buy back programs will not cure all shootings and weapons offenses, however they will create public awareness of weapons issues, help to prevent accidental shootings by curious children, remove unwanted guns, and remove guns that may be used in a heated moment; and,

WHEREAS, through the gun buy back program the MPD will collect working handguns and long guns voluntarily surrendered by citizens in exchange for a $50 gift card/certificate; and,

WHEREAS, donated funds will enable the MPD to purchase the gift cards/certificate for the purpose of providing participating citizens an incentive to voluntarily turnover a handgun(s) or long gun(s) for disposal, ...
